      1. MINUTES OF  THE PREVIOUS  MEETING held on 8th December  2014 were  agreed as a true representation of meetings

    2. Kemp (District Councillor) said his comments are relevant to agenda items

     Planning application for village car park resurfacing has been approved. Grant applications to be progressed. Grant funding of £10,000 has been applied for from Awards for All, leaving £13,000 to be raised. Newsletter article suggested. Fund raising events to be progressed.

    MANAGEMENT AND MAINTENANCE OF P.C. ASSETS

    Await a date from Jenny Howell of Mill House to close Mill Lane for one day for dead trees to be removed.

    Outdoor Gym and access paths will cost approximately £17,000. Grant funding of £15,000 from WREN has been applied for.

    Purchase of further wet pour repair kit to repair edges to the toddler area has been suggested. Wet pour kits are £75 plus VAT for 40mm deep patch *1m2. Alternative suggested solution proposed by Bruce Longman to be investigated.

    Contractors for the pub housing are willing to re install chicane at Links Way entrance and will let us have the metal fencing when it is replaced by the new boundary fencing for the housing.

    1. HIGHWAY/TRAFFIC CALMING/FOOTPATH MATTERS

    Beccles Road was re-surfaced some time ago. Problems re puddling have been reported to highways. They have forwarded our complaint to their contractor. Await response/action

    Flooding problems on Crossways Corner appear to have been resolved by digging of trench and ditches.

    Flooding problems on Hall Farm Corner need to be resolved.

    Parish Partnership Scheme for local highway improvements to be progressed particularly with regard to purchase of  SAM2 (Speed Awareness Message equipment) which flash up vehicle speeds. Cost is usually between £2600 and £4000 and under the Parish Partnerships scheme NCC would fund up to 50%. Clerk has e-mailed other local councils regarding their support in a joint sharing venture in this respect. Responses so far are positive but Councils have concerns as to funding.

    Steel and concrete projections on bank on Beccles Road/College Road junction to be investigated.

    1. PLANNING

    The planning determination deadline on planning application 2014/2222, for a development of 27 properties on Beccles Road site adjacent to College Road, has been extended to 5th June. There have been many objections posted on SNC website as well as a petition organised by Bobbie Apps with publicity in the Beccles and Bungay.

    1. Longman is attempting to arrange a meeting with the Planning Policy Team to ascertain their current position on the Local Plan and Site Specific Maps. There should be re-consultation before they send their Local Plan to the Inspector for determination.

    1. Bentney requested that the PC make a donation to Pre-School from community composting credits. Awaiting her to give details of specifically what project our donation will be used for.
    • PARISH PLAN

     

    To review Parish Plan following open meeting on 9th July.

    It has been agreed that we plan a short questionnaire and include in the March Newsletter and use responses to update Parish Plan. P. Jackson to prepare a draft questionnaire

    1. COMMUNICATION

    Further to discussions at the last meeting regarding tree warden Amanda communicated that Jeff Pennington had obtained and delivered shrubs/trees for the wildlife area. Review at AGM.

    Articles to newsletter to include Village Car Park, New Village Hall Committee, VH wildlife area, NHS health checks and Broads Outdoor Festival.
