MINUTES of MEETING held on 11th July 2016

2 .DECLARATIONS OF INTEREST
Chairman asked for any declarations of interest. None declared
- MINUTES OF THE PREVIOUS MEETING held on 13th June 2016 were agreed as a true representation of meetings
Proposed by J. Lucy seconded by M. Ball.
- COUNTY/DISTRICT COUNCILLORS, COMMUNITY POLICING, LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES -– REPORTS / INFORMATION.
- Stone (County Councillor) had sent her apologies and had sent a report on the current situation with regard to the current devolution proposals.
- Kemp (District Councillor) outlined the current devolution proposals. He also suggested the PC should respond to e-mails requesting information regarding Village facilities. These relates to progression of the next local plan.
Car park renovation planned for beginning of August. Flyers were included in July newsletter to inform parishioners and posters will be placed around village to remind everyone. Proposal that the banks/edges to be trimmed on the 25th August to be progressed.
- MANAGEMENT AND MAINTENANCE OF P.C. ASSETS
We await results of this year’s play area inspection which should have occurred mid June. Clerk to contact inspector.
Situation regarding Broadband provisions added to agenda. Nothing to report at this time.
Security of access to playing field discussed in view of recent problems locally. Provision of lockable posts/barriers on Mill Lane to be investigated. Queens Head and Bowls Club to be contacted.
- HIGHWAY/TRAFFIC CALMING/FOOTPATH MATTE
Public Rights of Way have been reviewed by J. Seaward. All local Rights of Way are well documented other than Mill Lane access to playing field and village hall. J. Seaward will progress.
Overgrowth of hedges etc was included in the July/August newsletter. Some residents have been trimming their hedges since the newsletter was distributed
Litter pick this year went well. We did not win £200 in the draw but will receive £20 for participating
- PLANNING
The application 2016/1013 for house on land to rear of Queens Head has been withdrawn. This will be re-submitted to address neighbours concerns.
- CHEQUES

Thurlton P. S. Donation to outdoor project £100.00
Proposed by P. Jackson and seconded by J. O’Leary that payments be authorised.
A donation to a school outdoor project from community composting funds was provisionally agreed at last meeting subject to receipt of project information which was circulated with agenda. It was agreed that this could be included on this meetings cheque list.
- PARISH PLAN
It was agreed that the review of Parish Plan be removed from Agenda at this time due to lack of response from questionnaires issued last year.
- COMMUNICATION
To consider communications received other than that on circulation. Nothing to report.
There is no August newsletter
- GENERAL DISCUSSION
The suggestion of bench(s) on Links Way amenity area to be included on Agenda as a possible future project.
