THURLTON PARISH COUNCIL

MINUTES of MEETING held on 9th March 2020

  1. APOLOGIES – S. Hannant (Chairman), James Knight (District Cllr)

   

  1. DECLARATIONS OF INTEREST    Cllrs Seaward, Ball, Jones and O`Leary in respect of     community shop

 

  1. MINUTES- Agreed and would in future be sent out with details of Clerks salary. Proposed by Cllr. Ball 2nd Lucy

       

  1. COUNTY/DISTRICT COUNCILLORS, COMMUNITY POLICING, LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES -– REPORTS / INFORMATION. – Police Report received but no local issues.  A poster advertising local Police contact details was received and agreed to be put on the Parish Council notice board Cllr. Lucy advised that the Village Hall committee now had a new Chairperson and temporary Secretary. Cllr. O`Leary had nothing to report for Good Neighbourhood Scheme.  Ball has left the Council and Cllr. Lucy’s resignation has been accepted.  Interested candidates will be invited to the April meeting in the hope that we can fill these positions.   
  2.      MANAGEMENT AND MAINTENANCE OF P.C. ASSETS- Playing Field quotes ongoing Cllr. Jackson to pursue.   Jones reported that the village defibrillator, No. CHT-13-858/site area C159X was now in full working order and lights that were reported as flashing have now been attended to.  Clerk to contact carer of the defibrillator to obtain information on how the unit is maintained and what help we can get should we need.   It was retrospectively agreed that Clerks action to put HP anti virous protection onto Parish Council laptop was necessary to protect sensitive information and future banking on-line transactions. Proposed Cllr. Lucy seconded Cllr. Jackson. Clerk to make local enquiries and report back in April meeting regarding future grass cutting of the Playing Field.
  3. HIGHWAY/TRAFFIC CALMING/FOOTPATH MATTERS – Cllr. Jones had received a complaint regarding a hole on the footpath about 20 feet up from the Queens Head PH.  This has now been marked with a cone and the council will be making repairs within the next six weeks. 

 

  1. PLANNING –Cllr. Jones kindly attended the meeting in Chedgrave on behalf of the Parish Council. Details stated in the February meeting under item number 4.  There was nothing to report regarding Thurlton and other small villages.

                                                           

  1. CHEQUES/FINANCE – Clerk presented spreadsheet for 20019/2020 finances and this will be updated and presented with the monthly minutes.  Clerk to open HSBC bank account as soon as possible.  It was agreed to put the next years budget on the April Agenda.

  1. COMUNICATIONS –

Staff Pension enrolment to be investigated by Clerk and the late C. Cook removed.

 

  1. GENERAL DISCUSSION – An in-depth discussion took place in respect of dog owners not cleaning up after their pets. Numerous requests have been placed in the monthly mag, but the issue persists.  It was agreed that we need to investigate extending the number of dog bins in the village especially putting one at Mill Lane. PLEASE NOTE THAT THE BIN OUTSIDE THE VILLAGE HALL IS NOT TO BE USED FOR PET WASTE. Our playing field is specifically a children’s play area and it is requested that owners will respect this.  If things do not improve the next steps will be to keep dogs on a lead and under control to protect our children from disease.  Should this fail, unfortunately the final step will be to contact SNDC to impose a no dog area  It is understood that the playing field is a social area for parents and dog owners so please work with us to ensure further action is not needed.

 A Document Retention Policy was produced at meeting.  Clerk to check that statutory items are included and confirm in April meeting.
