THURLTON PARISH COUNCIL
MINUTES of MEETING held on 10th February 2020
PRESENT
Simon Hannant (Chairman) Gill Crossland (Parish Clerk) Cllrs. Paul Jackson, Martin Ball, Jim Lucy, John O`Leary Angela Jones, John Seaward, James Knight (District Cllr)
1. No apologies for absence
2. DECLARATIONS OF INTEREST Cllrs Seaward, Ball and O`Leary in respect of community shop
3. MINUTES Agreed. Cllr Ball raised two matters from the minutes that were not covered in the agenda. Firstly, the Parish Clerk had established the formal process for appointing replacement Councillors but to date we have not posted up the official notice of the vacancy which allows parishioners 14 days in which to request South Norfolk Council to hold an election. It was agreed that the notice should be put on the parish noticeboard the following day. This will still allow us to hold our closing date of March 6th for applications. Secondly, the parish annual timetable was not covered; Cllr Ball to circulate the proposed timetable.
4. COUNTY/DISTRICT COUNCILLORS, COMMUNITY POLICING, LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES -– REPORTS / INFORMATION. -District Cllr Knight reported that there was a briefing on February 17th, 2020 at the Brian Clark Room in Chedgrave between 2pm and 8pm concerning the Local Plan for both businesses and housing. He encouraged all to attend.
5. MANAGEMENT AND MAINTENANCE OF P.C. ASSETS- Playing Field quotes to be obtained to resurface the entire toddler area and paths around the ball court to move this matter forward as quickly as possible.
6. HIGHWAY/TRAFFIC CALMING/FOOTPATH MATTERS – It was noted that there is a hole in the pavement possibly due to sinkage – Cllr. Jones to investigate and take necessary action to report.
Charlie Barber has confirmed that he will be retiring from grass cutting. Clerk to check out whether he will kindly allow his equipment to be used for future grass cutting. We thank Charlie Barber for all his hard work in the past and keeping the playing field nicely cut.
It was noted that a tree was down in Tithebarn Road. Cllr Jones to check this has been removed.
7. PLANNING – Ref No. 2020/0220 M. Gaze & Co was approved as no complaints had been received. Proposed Cllr. O`Leary and seconded by Cllr. Ball.
Ref No. 2020/0141 Ms. M. Evans was approved as no complaints had been received. Proposed Cllr. Hannant and seconded by Cllr. Ball.
8. CHEQUES/FINANCE – Clerk to send out spreadsheet for 20019/2020 finances.
Clerk to obtain Parish Council VAT and proposed account holder’s details to enable HSBC bank account to be opened.

9. COMUNICATIONS – Donations for NARS – Norfolk Accident Rescue Services agreed £30.00
Proposed Cllr. Hannant seconded Cllr. Jones
Norfolk Playing fields membership renewal £20 agreed. Proposed Cllr. Jackson seconded Cllr. Jones.
Staff Pension enrolment to be investigated by Clerk and the late C. Cook removed.
10. GENERAL DISCUSSION – It was agreed AVG antivirus would be adequate for PC protection. Proposed Cllr. Jackson and seconded by Cllr. O`Leary.
Defibrillator lights were now working, and a sign now displayed in the Community Shop advising where this is situated (outside Queens PH).
Document Retention Policy to be produced by Clerk for March meeting
Cllr. Lucy advised that replacement of the Village Hall floor would be £9,000. It was suggested that the Village Hall Committee investigate other funding organisation and grants available and then follow the Grant Procedure for possible funding from the Parish Council.
The suggestion of public toilets on the Village Hall carpark was noted.
It was agreed that the April meeting would take place as normal although it was noted to be a bank holiday.
Cllr. Ball will produce the March newsletter then Cllr. Seaward will take over from the April edition.
