THURLTON PARISH COUNCIL
MINUTES OF MEETING HELD ON JANUARY 13TH 2020

MINUTES FOR PREVIOUS MEETING: Held on December 9th 2019 agreed as a true representation of meeting and signed.
COUNTY/DISTRICT COUNCILLORS, COMMUNITY POLICING, LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES: Police Report received and circulated – no action.
Request more input to do specifically with Thurlton – Clerk to contact PC O. Butcher and request.
It was felt that the Parish had no requests for input into Norfolk precept budget.
CIL money would be used for repair of playing area as this has become urgent. Suggestions for Village Hall floor to be replaced will be passed over to the Village Hall Committee. However, the VH Committee can approach the Parish Council to enquire if funds are available to help with the floor expenses.
The Parish received various complaints regarding disability access to the Village Hall on voting day. A discussion took place regarding improving Mill Lane access, but it was noted that there is adequate access via Links Way and The Queens Head PH. These have been tried and tested and therefore it was agreed that no further action was required. However, it was agreed that more signs could have been displayed and people on duty to help guide parishioners to the different points.
It has been reported that the Village Hall light has been on all night at various times and becoming a nuisance to nearby properties. This has been passed over to the Village Hall Committee to action either by ensuring hirers are aware how to operate the lights at point of booking. It was also suggested that if lights were on a timer then this should be checked to ensure operating on correct timings.
High amounts of leaves and an increase of litter has been noted on the Village Hall car park. This has been passed over to the Village Hall Committee to consider options as wet/icy leaves can be a hazard.
MANAGEMENT AND MAINTENANCE OF P.C. ASSETS: Clerk to obtain and circulate quote for Playing Field expenditure needed from CIL money to improve the safety of the children’s play areas. This will be discussed at the February 2020 meeting.
HIGHWAYS/TRAFFIC CALMING/FOOTPATH MATTERS: It was noted that Hall Farm corner had been greatly improved since Cllr. Jones contacted Highways Dept. Only temporary action has been carried out so far so Cllr. Jones will continue working with Highways Dept. for a permanent solution.

Clerks wages agreed
Proposed by Cllr. Hannant and seconded by Cllr. Jackson
To enable Parish Council to move forward to online banking asap it was agreed to change to HSBC. Clerk to set up an account with Cllrs. Jones, Jackson, Seaward and O`Leary to be signatories.
Clerk to continue working on the finance position and a final total income/expenditure will be circulated to all Cllrs. and discussed in the February 2020 meeting.
COMMUNICATIONS: All Cllrs. agreed that the ‘mole man’s` stolen equipment from the Playing Field should be reported to the police to be investigated. Clerk to report to Police.
Clerk to obtain a timetable of annual events to ensure Parish Council meeting all deadlines. This will be circulated to all Cllrs. and tweaked to our own needs if required.
GENERAL DISCUSSION: It was noted that two Councillors would shortly be standing down. Clerk to place an advert on shop advertising board requesting interested persons to contact Parish Clerk.
