MINUTES of MEETING held on 14th November 2016

2 .DECLARATIONS OF INTEREST

  1. MINUTES OF  THE PREVIOUS  MEETING held on 10h October 2016 were  agreed as a true representation of meetings

  1. COUNTY/DISTRICT COUNCILLORS, COMMUNITY POLICING, LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES -– REPORTS / INFORMATION.

Clerk had  a communication regarding resurrection of the home watch/neighbourhood watch schemes. Clerk is prepared to be contact point for a similar arrangement to our previous scheme. If they want us to consider a specific home watch/ neighbourhood watch scheme I have asked for them to send details

  1. Kemp (District Councillor) updated Parish Council on latest situation regarding devolution as he is aware.
  2. Stone (County Councillor) had e-mailed her report which had been passed on to all Councillors.

Letter from NCC regarding school and current situation with regard to interim management arrangements at school were discussed.  John Seaward said he would contact NCC/School on the Parish Councils behalf.

Village car park resurfacing complete. Signage provided by contractors has been installed. Lockable bollard which will now be used on Mill Lane received. Quote received from P.C. Insurance for surfacing of car park (£70). At last meeting it was suggested that Village Hall get a quote on their insurance. VAT refund for the car park resurfacing has been received.

  1. MANAGEMENT AND MAINTENANCE OF P.C. ASSETS

Outstanding items from this years inspection  still to be resolved. Problems with pathway edges surfacing on toddler area, bolt caps missing. Clerk to obtain surfacing repair kit.   Further to a suggestion at a previous meeting the ownership signs have been placed in the Village Hall notice board. Thanks to M. Ball for arranging lamination of these signs. The other signs for the gym equipment and memorial signs for amenity area (Horticultural Club) have been supplied by a new local engraving business at very competitive prices.

Complaint received from residents of queens head close  property adjacent to playing field relative to lack of privacy when youngsters climb an adjacent tree and overlook their property is being progressed.

  1. HIGHWAY/TRAFFIC CALMING/FOOTPATH MATTE

Public Rights of Way particularly with regard to Mill Lane to be progressed.  J. Seaward to monitor situation.

The placement of lockable post from car park to restrict lorry/caravan access to playing field at top of Mill Lane will be considered at a meeting on the playing field on Saturday

Local residents  have been seen not clearing up after their dogs on the playing field but at this juncture those who witnessed same are not prepared to sign witness statements. Clerk has asked advice from SNC environmental dept. We now  have a contact at SNC and they  have provided an article for` the newsletter to which we will add comments that persons have been witnessed not clearing up after their dogs.

Application for an Oak Lean too. Victory Cottage, Low Rd (2016/2435) agreed. Proposed by J. Seaward seconded by P. Jackson

Application for communications tower on sewage disposal works Norton Subcourse 2016/2274 agreed. Proposed by S. Hannant seconded by J. Seaward

Proposed by  P. Jackson and seconded by M. Ball  that  payments be authorised.

Budget for 2017/18 and precept based on predicted expenditure for 2016/17 financial year issued with agenda was considered. Budget based on precept of £6000 (no change)

The new PC laptop, printer and software have been installed successfully. Cheque included on cheque list. Information has been uploaded to the PC website re the disclosure of information act

  • COMMUNICATION

 

Chris Blyth who has recently planted a memorial tree on the amenity area at top of Links  Way has also offered to supply and install a memorial bench in the area following the article in the October newsletter. To be progressed

E=mail received from Eastern Rivers community gym requesting donation. Agreed that PC donates £25 and put an article of support in December newsletter.

Articles for November newsletter to include Dog Poo, items from M. Stone report, fire alarm tests warning, pumpkin competition results, beat the chill, Christmas bin collections, community composting etc
