- Chenery declared an interest in local plan.
- MINUTES OF THE PREVIOUS MEETING held on 9th November 2015 were agreed as a true representation of meetings

- COUNTY/DISTRICT COUNCILLORS, COMMUNITY POLICING, LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES -– REPORTS / INFORMATION.
No reports from Police or District and County Councillors.
Village Car park was discussed. J. O’Leary has received information regarding the conditions of the Lottery Grant (which has been received and is in Village Hall Funds). They are very flexible in the use of the grant providing it is used to upgrade car park. S. Hannant to get a quote from Waveney Surfacing. Also suggested that he asks for a separate quote for Mill Lane
- MANAGEMENT AND MAINTENANCE OF P.C. ASSETS
Mole hill problem to be progressed. Some work has been done removing molehills to the areas in front of goal posts.
Other items outstanding from this year’s inspection include protrusion of bolts on benches and edging of the toddler area.
Metal fencing in the corner of the playing field needs to be chained and padlocked until decision made as to installation. Suggestion that we ask Bowls Club if the still require any fencing as we used some of fencing that had been allocated to Bowls Club for community composting site
Contractors have done some reinstatement work on Mill Lane. Signs have been ordered to inform that Mill Lane is unsuitable for Pedestrians and suggesting alternative access.
A further complaint was received that a person had tripped where the contractors had done some reinstatement work.
Proposed plans to increase capacity of community composting area and finance for this agreed. Proposed by J. O’Leary seconded by M. Ball. Suggested that we contact local building firms for scaffold boards.
- HIGHWAY/TRAFFIC CALMING/FOOTPATH MATTE
Complaint regarding safety during drop off and pick up at the school gates received. The Parish Council has requested 20mph restrictions previously. Agreed to contact our Norfolk County Councillor in this respect. Suggested that School have some responsibility in this respect in the education of pupils and parents. A complaint re parking on Church Road at junction of Beccles Rd. We have received this complaint previously and asked for double yellow lines which was refused on grounds of cost and policing.
A request for the placement of a grit bin on the access road to the new houses to rear of development to rear of Queens Head. This is also access to Queens Head car park. Person who requested bin has said he will spread grit as necessary. Grit bins are approximately £200.
Parish Council agreed that they will fund half the costs of a grit bin if residents will raise the remainder. Parish Council will the arrange for grit bin to be filled. Jackson will deal with the minor overhang branches on footpath by rectory and will talk to neighbour regarding larger potential tree problems.
- PLANNING
Heather is preparing a complaint to the ombudsman regarding SNC responses to our complaints regarding their reporting of the Parish Councils responses to the Local Plan Inspector.
Planning application for rear first floor extension to Viewfield, Low Road (2015/2624) was agreed as there is no material planning objections.
Planning application for rear garden room extension to Hollyhocks, Tithebarn Lane (2015/2660) was agreed as there is no material planning objections.
A response to the revised application to the planning application for 27 properties on Beccles Road (2014/2222) was considered. The summarised response based on H. Longman’s suggestion and other comments was agreed subject to withdrawal of the potential support for frontage development on Beccles Road.

Proposed by J. O’Leary and seconded by P. Jackson that payments be authorised.
Precept of £6000 for 2016/17 based on predicted expenditure to the end of this financial year and a proposed budget for2016/17 (issued with agenda) was considered. Predicted expenditure includes £400 for Community Composting and an additional £500 for village car park. Proposed by P. Jackson seconded by J. Lucy that budget and therefore precept of £6000 be agreed.
Request for a donation from Norfolk Age UK was agreed. Donation of £25 was proposed by S. Hannant and seconded by J. O’Leary
- PARISH PLAN
The Parish Plan questionnaire responses were discussed.
A questionnaire was included in the November Newsletter. There has been a number of questionnaires returned . Suggested that we include an article in February newsletter asking for further responses
