MINUTES OF PREVIOUS MEETING

COUNTY /DISTRICT COUNCILLORS, COMMUNITY POLICING, LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES – REPORT AND INFORMATION
Councillor Knight reported that he has a £1000 grant which is still available until 10th November 2019. This grant can be used by an existing or new community set up for equipment or expansion. Councillor Jackson will contact the bowls club with regards to the possibility of adding any further services to the community. National rules apply and as they are not a charity, they are exempt from payments so the Parish may consider financial help.
New houses are needed but not big developments which will have such an impact on small communities. This helps out local builders who are being pushed to formulise buildings where schools etc. are accommodating to two to three houses in villagers. 15% to Parish CILL based at local level.
Wheatacre pub in the Thurlton area won the `Outstanding South Norfolk Pub award.
Flooding on Hall Farm corner was once again discussed. This is a long-term outstanding matter which now needs further action to be taken. Last year flushing out culverts was a short-term solution but little or no response regarding a permanent solution has been forthcoming from Highways. Councillor Jones will contact Highways and County Councillor M. Stone regarding the flooding coming across the road which means both incoming and outgoing traffic to the village is having to use the same side of the road. This is just an accident waiting to happen and action needs to be taken. The drains simply cannot cope and in the meantime flood warning signs need to be made available.
Police Report received. No action required.
A meeting took place requested by the Preschool in respect of a planned £155k extension to the village hall. The Parish Council was asked if they would be willing to donate a small area of land from the playing field at the back of the building to facilitate the extension. The extension
would mean the building could be used for more than one function at a time and with the increased level of bookings which Councillors predict the extension would be self-financing. The Parish Council was legally responsible for the playing field and providing there was still a right of way access from Mill Lane to The Queens Head Pub then the Parish Council couldn’t see any problems in principle. No financial help was being requested from the Parish Council. Councillor Hannant proposed and Councillor J. O`Leary seconded.
CPRE Renewal agreed at a cost of £36. Proposed by Councillor Lucy seconded by Councillor Ball.
MANAGEMENT AND MAINTENANCE OF PC ASSETS
The annual Playing field Report had been received. All areas brought to attention are fixable. Re-turfing of the goal areas and goal posts would be easy to put right. Councillors Hannant and O`Leary agreed to meet on October 19th 2019 at the field to agree what was needed and a work party would then be organized.
A new laptop is needed for the Parish Clerk to carry out required duties efficiently. Clerk to contact Councillor Knight to see if any of his district funding can be used for this purpose and report back. Councillor Jackson to obtain quotes.
It was agreed a work party on Monday 21st October 2019 would commence sorting out Parish Council paperwork that has been stored for some years at the home of the late C. Cook. Papers for retention need to be stored securely when a venue has been sought and paperwork not now required would be disposed of by confidential waste.
Bulldog has previously been used for laptop security but it was agreed not to renew contract until new laptop is in use. In the meantime, Clerk to download `avgfree’ onto existing laptop.
2018/19 audit needs to go onto parish website. Clerk to arrange for Agendas and Minutes for 2019 to go to Councillor Jackson.
HIGHWAYS/ TRAFFIC CALMING/FOOTPATH MATTERS
The flooding at Hall Farm corner has been covered above.
The Village sign is now safe but needs to be finished off as soon as possible. This matter is in hand and being dealt with by Richard Attoe’s builders.
PLANNING
A planning application in respect of M. Gaze and Co was discussed. This is a retrospective application and any possible hazardous and health issues would be picked up at County Council level. However, it was noted that more lorries would be using the Haddiscoe Roads.
Application 2019/0526 related to the replacement of pitched roof over existing flat roof with solar panels on front elevation on Thurlton Community Shop. Approved with no action required.
CHEQUES/FINANCE
£85.00 payable to Councillor Ball for the plaque for C. Cook
£100.00 payable to The Norton, Thurlton & Thorpe Good Neighbour Scheme to part fund the Scheme’s public liability insurance (Norton Parish Council has also donated £100)
£13.99 payable to G. Crossland for printer ink.
£750.00 payable to C. Barber for grass cutting.
£252.78 payable to G. Crossland in respect of Clerk’s wages.
It was agreed that the standing order for HMRC employer’s contribution in respect of C. Cook should be cancelled.
All of the above proposed by Councillor Lucy and seconded by Councillor Seawood.
Councillor Ball had access to online banking and Councillor O’Leary is to resubmit his application to Barclays and, when approved, this will then enable the Council to make payments via BACS transfer. Will need third person to be proposed to provide adequate cover.
CIL money of £14,731.31 was due to be received by October 28th 2019. This money would go towards playing field upkeep. Clerk to put CIL money on next meeting agenda for discussion.
Meeting with Councillor Ball and Parish Clerk to be arranged to discuss the reporting of Parish Council finances including end of year projections.
COMMUNICATIONS
The Rav Mag insert for the October 2019 issue had been forwarded for publication. The next issue covers both November and December and copy needs to be received by 8th November 2019. It was agreed that we should include a warning of flooding on Hall Farm Corner in the magazine. We should also seek villagers’ ideas on spending CIL money. Any other ideas to be forwarded to Councillor Ball.
