MEETING HELD ON 11TH NOVEMBER 2019

MINUTES FOR THE PREVIOUS MEETING
Held on 14th October were agreed as a true representation of meeting and signed.
COUNTY /DISTRICT COUNCILLORS, COMMUNITY POLICING, LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES – REPORTS/INFORMATION
District Cllr J. Knight noted that lighting outside Village Hall was very poor and would benefit by further lights being installed. A discussion took place regarding vandalism on previous additional lighting and it was agreed an amendment to the existing light timing would suffice.

MANAGEMENT AND MAINTENANCE OF P.C. ASSETS
A working party walked around the playing field and noticed some caps on small equipment that were a safety issue. Mr. Longman was thought to have suitable pieces and would be approached to make the equipment safer. Clerk to order 10 bags of topsoil and work party will disperse in areas where needed on the playing field. Pest control has been booked regarding the mole problem and will be placing traps on the Parish Playing field.
It has been brought to attention that dogs were getting into the enclosed children’s area and dog poo has been found again. As already mentioned, many times before dog poo can be dangerous especially to young children and dogs should not be allowed in these areas. `No dogs allowed signs’ will be purchased by the Clerk and displayed on the enclosure. Additionally, dog fouling has been a problem on the footpath by the allotments. This is not a public right of way and will be taken on board at the next Allotment meeting.
Following a successful work party sorting through old parish council paperwork on 21st October it was decided another one was needed and will take place on Wednesday 20th November 2019. Remaining paperwork and filing cabinet will be removed from the late Mr. C. Cook`s
home and papers that are not required for retention will be disposed of through confidential
waste.

HIGHWAYS/ TRAFFIC CALMING/FOOTPATH MATTERS
The flooding at Hall Farm Corner has been inspected by the Highways Dept. who has closed the
matter following a letter being sent to the landowner. Cllr Jones to follow up Highways
decision and requested flooding signs.
A member of the Parish had mentioned the high amounts of heavy traffic on Low Road.
Unfortunately, as mentioned in previous minutes, the Parish Council is unable to take this
further as no laws are being broken.

PLANNING
Nothing to report

CHEQUES/FINANCE
£252.78 payable to G. Crossland in respect of Clerk’s wages (22 hours in September).
£36.00 payable for CPRE Membership renewal.
£1441.9 payable for Public Liability Insurance.
£513.99 payable for Parish Clerk’s Laptop and mouse replacement purchase.
£30.90 payable to Mr. C. Stevens – Planters
Cllr. Ball to contact SNDC regarding CIL money received. A predicted end of year financial
position can then be determined and discussed at the next PC meeting.
Cheque for Mr. C. Barber 101791 and Mr. D. Bracey 101793 were marked as void and replaced
with cheque numbers 101800 and 101801 respectfully.

GENERAL DISCUSSION
We are sorry to report that at the next AGM Chairman S. Hannant and Cllr. M. Ball will both be
standing down from the Council. Simon, after completing 14 years of service, and Martin, who
has served for 9 years, both will be greatly missed for their expertise and dedication to the
Parish Council. With this in mind we are now advertising these positions. If you are interested

9TH December 2019 at 7.30 Thurlton Village Hall.
In the absence of Chairman S. Hannant and Clerk Gill Crossland it was agreed that Vice
Chairman J. O`Leary will Chair the meeting and Cllr. M. Ball to take minutes.
