MINUTES of MEETING held on 12th June 2017

 

PRESENT C.Cook(Clerk), S. Hannant , P. Jackson, J. Seaward, M. Ball,  J. Lucy W. Kemp (District Councillor) and A. Jones

  1. APOLOGIES FOR ABSENCE received from J. O’Leary
  2. ANGELA JONES has applied for Councillor vacancy. Angela Jones signed her declaration of acceptance of office as a CouncillorDECLARATIONS OF INTEREST
  3.  Chairman asked for any declarations of interest. Chairman declared a personal interest in the Daniel Cripps development on Beccles Road as Mr Cripps is sponsoring his daughter in her participation in the national weight lifting championships.
  4. Chairman welcomed Angela Jones as a councillor and stated that she could now participate in this meeting.
  5. It was proposed by M. Ball and seconded by J. Lucy that Angela Jones by co-opted as a councillor to fill current vacancy. All agreed.
  • MINUTES  OF  THE PREVIOUS  MEETING held on 10h April 2017 were  agreed as a true representation of meeting.

 

    1. Proposed by P. Jackson seconded by M. Ball.
  • COUNTY/DISTRICT COUNCILLORS, COMMUNITY POLICING,      LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES -– REPORTS / INFORMATION.W. Kemp (District Councillor) had nothing specific to reportVillage Hall. Insurance for car park surfacing has been included on PC insurance. Village Hall will contribute half of these costs. Problems with local residents using car park places overnight sometimes creates difficulty when Village Hall has a function or meeting. We have had reports of children exiting car park on scooters/bikes without consideration of oncoming traffic. These two items to next newsletter.

 

    1. We await further information on Broadband provision.
    2. John Seaward is monitoring School situation on the Parish Councils behalf..
    3. Police  Crime figures had been received and circulated.
  • MANAGEMENT AND MAINTENANCE OF P.C. ASSETS Exercise equipment posts to be painted with green hammerite. Metal plate Instructions for gym equipment have been received. P. Jackson will arrange riveting of sameThe Playing Field Association is still in existence and is still raising funds through the 100 club. P. Jackson to check current funds.It was agreed to include an article to newsletter asking for youngsters to be considerate of their neighbours adjacent to the field after dark.  If this does not work suggest that all residents who have a problem should report problem as anti-social behaviour to police. A request for ball games to be played in the appropriate areas will also be included in the article. PC will also erect a sign on the field requesting same considerations.    Lockable post was installed following information from police. Agreed that post should remain in situ at present.

 

  1. Provision of benches to the amenity area at top of Links Way to be progressed.
  2. The complaints from Goslings regarding balls from ball park landing in their garden and noise from playing field late at night were discussed. Their original suggestion of netting surround to the ball park is something the Parish Council do not have funding for and would only resolve part of the problem. The solution maybe for them to erect netting to the boundary of their property to the playing field. They may need planning permission to do this.
  3. Planned maintenance of playing field. Problem of mole problem has been resolved for the present. Charlie Barber has scarified field twice after the first cut in early April. Suggested that that play area should have a feed at the end of the cutting season.
  4. Outstanding items from last years inspection  still to be resolved. Problems with pathway edges surfacing on toddler area, bolt caps missing. Quotes received for the resurfacing /repair of the toddler area.  We now have the infrastructure levy payment from SNC (in excess of £4000) which we can use for these works. It was suggested that the  edge repair option for toddler area is progressed. Balance of infrastructure levy could then be carried forward to next year, added to next years infrastructure levy and used for the pathway repairs. It was also suggested that a quote is obtained for the cleaning and painting of the surround fencing to the toddler area before any decisions are made.
  1. HIGHWAY/TRAFFIC CALMING/FOOTPATH MATTERS
  2. Rights of Way particularly with regard to Mill Lane were discussed. Clerk has information from Land Registry which was circulated. Agreed that PC go for Title Plan option. J. Seaward and Clerk to progress
  • PLANNINGA  revised planning application to include additional properties and changes to the development on Beccles Road is awaited

 

  1. A new application received from 9, Links Way for single storey extension has been recieved.This is not on agenda so PC cannot make a decision at this meeting.
  2. The planning application from Priory Farm, Low Road for installation of dormer windows, construction of a detached hay barn etc (application number 2017/0908) was considered. No objections.

Proposed by M. Ball and seconded by J. Lucy that cheque payments be authorised.

The Annual Governance statement and Accounting statements for 2016/17 for the external auditor were agreed. Proposed by P. Jackson and seconded by J. Seaward.

  • Parish Plan

 

Potential increase in infrastructure levy if we have a new Parish Plan was discussed. The PC would not have sufficient time to achieve this before Beccles Rd development levy will be allocated. Clerk to investigate likely income from Beccles Rd development infrastructure levy.

  • COMMUNICATION

 

To consider communications received other than that on circulation. None recieved

Articles for July Newsletter to include  Overgrowth of hedges, Dog fouling, shop, use of infrastructure levy payment, problems on play area  etc

GENERAL DISCUSSION

Items for possible inclusion on a future agenda were discussed. Removal of redundant telephone box at bottom of Links Way to be added to next agenda. W. Kemp will forward contact information.

Fallen trees on Church Road to Beccles Road footpath to be reported.
