MINUTES of MEETING held on 10th April 2017

 

  1. PRESENT C.Cook(Clerk), S. Hannant , P. Jackson, J. Seaward, M. Ball, J. Lucy, J. O’Leary, and W. Kemp (District Councillor)
  2. APOLOGIES FOR ABSENCE received from M. Stone (County Councillor) Chairman asked for any declarations of interest. None declared
  3. DECLARATIONS OF INTEREST
  • MINUTES  OF  THE PREVIOUS  MEETING held on 13h March 2017 were  agreed as a true representation of meetings

  • COUNTY/DISTRICT COUNCILLORS, COMMUNITY POLICING, LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES -– REPORTS / INFORMATION.M. Stone (County Councillor) had e-mailed her latest report  
  • It is necessary to advertise the vacancy to give parishioners the option to call an election if 10 or more electors require same. After this we P. C. can co-opt
  • SchoolVillage Hall
  • There have been some problems with vandalisism by Primary School children. J. O’Leary to produce article for newsletter.Clerk to assess current situation and include information to newsletter.     

 

    1. Broadband Provision
    2. Car park all risks insurance has been arranged on Parish Council insurance. V. H. to consider contributing towards this. V. H. is progressing problem with drain problem.
    3. John Seaward is monitoring situation on the Parish Councils behalf.
    4. Flowers to be sent to Lindsey with letter of thanks

    6. W. Kemp (District Councillor)  had nothing to report
  • MANAGEMENT AND MAINTENANCE OF P.C. ASSETS Exercise equipment posts to be painted with green hammerite. Instructions for gym equipment have been ordered
  • The Playing Field Association is still in existence and is still raising funds through the 100 club.  After the final phase of the Play Area renovation it was suggested that the PFA should continue to raise funds towards insurance and running costs of playing field. P.Jackson to establish Play Area Assn current funds. There has been a suggestion that the PFA be amalgamated with the Parish Council or the Village Hall.
  • SNC litter pick. On 12th April. Around 15 volunteers at present. Delivery of litter pick equipment planned for tomorrow.  

 

  1. Problem of dog fouling to be progressed.
  2. Provision of benches to the amenity area at top of Links Way to be progressed. Further article to newsletter suggested.
  3. Planned maintenance of playing field. Problem of mole problem has been resolved for the present. Charlie Barber will scarify field after the first cut in early April. Suggestion that we spread community composting compost to playing field to be progressed.
  4. Outstanding items from this year’s inspection still to be resolved. Problems with pathway edges, surfacing on toddler area, bolt caps missing etc. Clerk awaits a quote for the resurfacing /repair of the toddler area. Will also ask for quote to resolve puddling problems on the ball park. We now have the infrastructure levy payment from SNC (in excess of £4000) which we can use for these works.
  1. HIGHWAY/TRAFFIC CALMING/FOOTPATH MATTE
  2. Lockable post base was installed to restrict lorry/caravan access to playing field at top of Mill Lane as required. Keys have been obtained for all Village Hall key holders. Lockable post is with Clerk and will be placed when considered necessary.
  3. Public Rights of Way particularly with regard to Mill Lane discssed. Clerk has spoken to Norfolk Assn of local councils. They suggest checking with Land Registry and talking to NCC. Clerk will check with Land Registry.
  • PLANNINGNew application received today for single storey kitchen/dining room extension at Beck House. Clerk to monitor.

 

  1. Revised planning application from Cahill’s of Denovo, Low rd for one and two storey rear extension. Change involve pitched roof to extension. No objections

Proposer by J. Lucy seconded by J. O’Leary that P.C. donate £200 to Church. Add to next cheque list.

Proposed by J. Lucy and seconded by P. Jackson that  cheque payments be authorised.

Articles for April Newsletter. To include Dog fouling, Litter Pick, shop, infrastructure levy payment, community composting and use of recycling credits etc

To discuss items for possible inclusion on a future agenda. Nothing raised.
