MINUTES of MEETING held on 10th October 2016

  1. MINUTES OF  THE PREVIOUS  MEETING held on 12th September 2016 were  agreed as a true representation of meetings

  1. COUNTY/DISTRICT COUNCILLORS, COMMUNITY POLICING, LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES -– REPORTS / INFORMATION.

Police reported that there had been no incidents reported for the last month

  1. Kemp (District Councillor) outlined current situation with regard to devolution.
  2. Stone (County Councillor) also reported on devolution and the potential budget overspend by NCC

The letter from NCC regarding school was discussed, J. Seaward has said that he is happy to contact NCC/School if P.C. require. Agreed to ask John to request information on P.C. behalf.

CCTV on allotments/bowls club. Allotment assn has purchased cameras and recording equipment and in association with Bowls Club have agreed placement of same. It was agreed that the placement of a scaffold pole to which cameras are secured will be situated to side of green security shed on the community composting side of bowls club fence. Recording equipment will be wired from cameras and situated in secure shed on bowls club property

Village car park resurfacing complete. Signage being provided by contractors together with lockable bollard which use of which to be agreed at top of Mill Lane. Insurance of surfacing of car park to be considered. A quote has been received from P.C. insurance company of £70 per annum (£250 excess). Suggested that V.H. get a quote from their insurance company for comparison.

  1. MANAGEMENT AND MAINTENANCE OF P.C. ASSETS

Outstanding items from this years inspection  still to be resolved. Problems with pathway edges, surfacing on toddler area and bolt caps missing still to be resolved. S. Hannant has sprayed weed growth on tiger mulch and elsewhere. Clerk to obtain surfacing repair kit.  Ownership signs and signs to exercise equipment to suggest use by adults only were recommended by inspector. Clerk awaiting quotations for signs. Suggestion that ownership signs could be included in the V.H. notice board agreed. Suggestion that signs to exercise equipment should be flexible plastic stick on signs to be investigated

Complaint received from residents of queens head close property adjacent to playing field relative to lack of privacy when youngsters climb an adjacent tree and overlook their property. E-mails received from Ann & Alan Gosling and PC responses have been circulated. At the recent working party the removal of lower branches was considered but there was no agreement other than to review when leaves have fallen.

Following resignation of Shaun for personal reasons, Ian with Paul (as back up) have taken on the responsibility for defibrillator checks. As far as Clerk is aware all necessary changes on NHT website are now in place. Clerk has ordered a new set of pads to replace a set which are close to their use by date

  1. HIGHWAY/TRAFFIC CALMING/FOOTPATH MATTERs

  1. Seaward investigating Public Rights of Way particularly in respect of Mill Lane.

Placement of lockable post from car park to restrict lorry/caravan access to playing field at top of Mill Lane to be finalised.

Name of resident of College Rd who has been seen not clearing up after their dog has been discussed with SNC environmental dept. They have asked me to provide name, address and site of the offence.  SNC will then write to the individual outlining the potential consequences of his actions.

Proposed by J. Lucy  and seconded by M. Ball  that  payments be authorised.

Recent regulations regarding disclosure of accounts/audit results on the parish council website and grants being available to finance achievement of same have been discussed. Clerk has successfully applied for a grant of £400 . This will facilitate the purchase of a new laptop and all in one printer to replace obsolete PC equipment. It was agreed that Clerk should purchase equipment from a local supplier which Norton Subcourse PC also used. This would cost P.C. an additional £200 in addition to grant. Proposed by P. Jackson seconded by J. Lucy that Clerk orders this equipment agreed.

  • COMMUNICATION

 

Chris Blyth who has recently planted a memorial tree on the amenity area at top of Links Way has also offered to supply and install a memorial bench in the area following the article in the October newsletter. Clerk has received e-mail from a resident of Links Way (who overlooks the area) requesting careful consideration to placement of benches such as to not overlook their property. Clerk responded suggesting that the benches would be placed to directly overlook the amenity area.

Types of benches discussed. Redwood Garden bench from 4memorial bench preferred.
