THURLTON PARISH COUNCIL

MINUTES of MEETING held on 8th February 2016

  1. MINUTES OF  THE PREVIOUS  MEETING held on 11th January 2016 were agreed as a true representation of meetings

  1. COUNTY/DISTRICT COUNCILLORS, COMMUNITY POLICING, LOCAL ORGANISATIONS, CLUBS AND INDIVIDUALS WITH SPECIFIC RESPONSIBILITIES -– REPORTS / INFORMATION.

No report from Police.

  1. Kemp (District Councillor) had no specific report but would comment on agenda items as required.
  2. Stone (County Councillor) had sent an e-mail report which had been forwarded to all Councillors

Funding for Car Park is progressing well. Planning permission will be required for the different surfacing, on the latest quotation, which is in progress. There is a question of drainage which is being investigated. Vote of thanks recorded to J. O’Leary and Village Hall for their work on this project

  1. MANAGEMENT AND MAINTENANCE OF P.C. ASSETS

Mole hills still a problem. J. Lucy offered to do some more clearance.

Other items outstanding from this year’s inspection include protrusion of bolts on benches and edging of the toddler area. Agreed that we arrange a working party in the spring.

Allocation and security of Metal fencing in the corner of the playing field was discussed. Clerk had contacted Bowls Club regarding their requirements and await their response as to number of panels they require. Also may need two or three panels to reinstate the pub fence/access to playing field

  1. Jackson has requested quotations for materials to progress proposals to increase capacity of community composting area.. Agreed that Clerk could raise a cheque outside of a normal meeting if necessary

A request to allow camping on playing field for a weekend motor bike rally to be based in the pub in May was considered. Clerk to check insurance. Bikes would have to be parked behind pub or on the V.H. car park.

A complaint regarding a fall from the double walker was discussed. New operational signs have been requested from supplier.

  1. HIGHWAY/TRAFFIC CALMING/FOOTPATH MATTERS

We have had no response for PC requests to highways for 20mph restrictions on Church Rd, double yellow lines at junction of Beccles Rd and Church Rd and extension of 30mph restrictions from Hall Farm corner to the junction of Hales/Haddiscoe Rd.

New grit bin has been installed at top of slope by the Queens Head. Await filling.

Agreed that PC would arrange a litter pick this year. Date to be arranged (early April)

  1. PLANNING

Ombudsman refused to consider the complaint regarding SNC planning’s lack of consideration of views of PC and residents because the complaint was sent from a public body and not an individual. Article to newsletter asking if any individual(s) would be prepared to send the complaint to the Ombudsman. Suggested that letter of complaint be posted to website.

No further information has been received regarding the revised planning application for 27 properties on Beccles Road (2014/2222)

A response was sent after a previous meeting again objecting to the development but also objecting to the proposed play area on the central amenity area if it were to get planning permission

  1. CHEQUES

Proposed by J. O’Leary and seconded by  P. Jackson  that  payments be authorised.

There was a change to the precept request. The SNC grant was reduced due to Government funding. This means that to keep precept at £6000 the council tax bills will show a small increase in the PC content. (approx £1 per year). The forms have been resubmitted to confirm a precept requirement of £6000. Explanation to next newsletter.

Parish Council photocopying facilities have now been rented with a service agreement from Norfolk Copiers. The PC considered offering a service to other organisations.  Suggestion of 8p per A4 copy 12p for double sided or A3 agreed. Advertise in newsletter.

Suggestion of annual payment of Village Hall rental discussed and agreed. Proposed by J. O’Leary seconded by J. Seaward

The new arrangements for the external audit for smaller authorities was discussed and it was agreed that there is no advantage in opting out.

  • PARISH PLAN

 

A questionnaire was included in the November Newsletter. There has been only a small number of questionnaires returned. Agreed that we include article to next newsletter to encourage more responses.

  • COMMUNICATION

 

A complaint had been received regarding revised bus service 86. It has been confirmed that this service will still divert to Thurlton on request (as previously)

Articles for March newsletter to include precept, parish plan questionnaire response, photocopying service, shop and post office, complaint to Ombudsman, litter pick etc

  • GENERAL DISCUSSION

 

Broadband connections suggested as a future agenda item.
